This recoded presentation from the Kennedy Commission provides essential background on the Regional Housing Needs Allocation (RHNA) and Housing Elements process which is mandated for each city by the state of California. This is a target number of housing units that a municipality must plan for. Since the RHNA process requires public input and participation, HAT advocacy will use data and strategies developed by the Kennedy Commission to inform advocacy for affordable housing in the 16 cities within LWV of Orange Coast.
