Prior to the passage of Prop 13, California's school system was rated one of the best in the country! Now we're in the bottom third in per pupil spending. That's partly because while Prop 13 reduced the rate of property tax increase for homeowners, it also reduced the rate for commercial properties. If large commercial properties were assessed at current rates, we would restore over $11 billion per year to California’s schools, community colleges, health clinics, and other vital local services.
