CONVENTION RULES
DEBATE
|
Debate shall be limited to two minutes for each speaker unless the time is extended by a 2/3 vote. No person shall speak twice until all who wish to speak have had an opportunity. The speaker should limit remarks to the question. Only members and those designated by the Chair shall have the privilege of the floor.

PROGRAM
|
After each presentation of program, a move for adoption shall be made. A majority vote of the convention shall be required for adoption of the Program proposed by the Board of Directors.
|
VOTING
|
Every member has a duty to vote. The chair may determine which method should be employed. Absentee or proxy voting shall not be permitted.
|
The current edition ofRobert’s Rules of Order, Newly Revisedshall be used as a basis of procedures.
Whatever the issue, the League believes that government policy, programs and performance must meet these criteria:
✔ Competent personnel with clear responsibilities
✔ Coordination among agencies and levels of government
✔ Adequate financing
✔ Effective enforcement
✔ Well-defined channels for citizens input and review
