ACTION NEEDED: Please file a witness slip in support of SB 2651, an elections omnibus bill that begins the critical work of strengthening Illinois' election infrastructure.  (Note that SB3523 Voting Equipment Modernization, was added to this ominibus bill as amendment 2.)

LWVIL position that supports this request: State Election Laws: Registration and voting methods should ensure the integrity of the election system, maximize voters' unencumbered access to the ballot, preserve the secrecy of the ballot and ensure accurate and timely vote tabulation. 


The vast majority of Illinois' election equipment was purchased 10-15 years ago after federal funds were appropriated in reaction to the 2000 Presidential Election. SB 2651 is critical for beginning the long process of replacing our aging voting equipment. The bill has already passed the Senate, and we need your support to pass it in the House.

 How to file a Witness Slip:

  • Go to: http://my.ilga.gov/WitnessSlip/Create/109745?committeeHearingId=16093&LegislationId=109745&LegislationDocumentId=139093 
  • Under Section I, fill in your identification information (under business you can enter "N/A", "self")
  • Under Section II, write "self." DO NOT enter a local or state league name. According to LWVIL protocol, ONLY the president may submit on behalf of the League.
  • In Section III, Click on Add Position twice. This reveals three drop-down boxes. Select "Proponent" for the Original Bill, Amendment 1, and Amendment 2.
  • In Section IV, select "Record of Appearance Only.
  • Agree to the ILGA Terms of Agreement
  • Submit by clicking on Create (Slip)
