Our speaker will be Caroline Tolbert, Ph.D., Distinguished Porfessor of Political Science at the University of Iowa and League member. A 2021 Andrew Carnegie Scholar/Fellow for her research on voting and state election laws, her presentation will focus on the Electoral College.
