8A. Community Services – ACCEPTED and APPROPRIATED Donation from the Friends of the Torrance Library for Youth Services Activities. Expenditure: $21,000 (Non-General Fund: Friends of the Torrance Library Donation).
8B. Public Works – REJECTED Bid No. B2018-40. for Undergrounding of Overhead Utilities and Installation of Underground Street Lights Along Palos Verdes Boulevard, I-156 (Phase 2 and 3). Expenditure: None.
8C. Water Commission and Public Works – ACCEPTED and FILED the 2017-18 Water Commission Annual Report. Expenditure: None.
8D. Community Development – APPROVED Final Tract Map No. 73450. Expenditure: None.
1) APPROVED Final Tract Map No. 73450; and
2) ACCEPTED a 25 foot property line radius at the northwest corner of Arlington Avenue and 237th Street; and
3) ACCEPTED a 25 foot property line radius at the southwest corner of Arlington Avenue and 236th Place; and
4) ACCEPTED a 2 foot wide street easement on 237th Street; and
5) ACCEPTED a 12 foot wide sewer and water easement along westerly property line; and
6) ABANDONED a 15 foot wide sanitary sewer and water easement along the westerly property line; and
7) ABANDONED another 10 foot wide sanitary sewer easement east of the 15 foot wide sanitary sewer and water easement. This Final Tract Map is a one lot subdivision for a 14-unit residential condominium development. This project, owned by Anastasi Development Company, LLC, is located at 23625 Arlington Avenue. This Final Tract Map substantially conforms to and meets all conditions of approval of the Tentative Tract Map.
8E. City Manager – ACCEPTED and FILED a status report on the City Treasurer. Expenditure: None.
8F. City Manager – APPROVED for three months Third Amendment with Fukushima Photography of Garden Grove, CA (C2015-141) for Citywide Still Photography. Expenditure: None. Item to be brought back to discuss further extension.
8G. Public Works and General Services – APPROPRIATED Funds and AUTHORIZED Purchase Order for One (1) 2019 Ford Super Duty F-450XL 2WD with Vacuum Excavator/Valve Exerciser. Expenditure: $137,856.44 (Non-General Fund: Water Vehicle Replacement Fund Balance).
1) APPROPRIATED $137,856.44 from the Water Enterprise Vehicle Replacement Fund Balance; and
2) AUTHORIZED a purchase order with National Auto Fleet Group of Watsonville, CA in the amount of $137,856.44 (including sales tax) for one (1) 2019 Ford Super Duty F-450XL 2WD with a truck-mounted Pacific Tek PV100-PT1000-H-Body10 Vacuum Excavator/Valve Exerciser as a cooperative purchase with Sourcewell.
8H. Public Works – AWARDED Consulting Services Agreement to Dudek of San Juan Capistrano, CA (RFP B2018-32) for Dam Inundation Mapping and Emergency Action Plan Preparation for two (2) City Reservoirs for a one year period beginning December 18, 2018 and ending December 17, 2019. Expenditure: Not-to-Exceed $49,887 (Non-General Fund: Water Enterprise Operating Budget).
9. ADMINISTRATIVE MATTERS
9A. Finance and Governmental Operations Committee – ACCEPTED and FILED 1st Quarter 2018-19 Budget Review Report and Approve Program Modification for the City Manager's Office. Expenditure: None.
1) ACCEPTED and FILED the 1st Quarter 2018-19 Budget Review Report; and
2) APPROVED the program modification for the City Manager's Office.
9B. Transit – AUTHORIZED Agreements for Transit's Participation in the Regional Transit Access Pass Program. Expenditure: None.
AUTHORIZED the Transit Director to execute the following agreements with the Los Angeles County Metropolitan Transportation Authority for the Transit Department's ongoing participation in the region’s Transit Access Pass (TAP) Program:
1) Cooperative TAP Participant Agreement; and
2) Data Use and Non-Disclosure Agreement; and
3) TAP Farebox Upgrade Reimbursement Agreement; and
4) TAP Vending Machine Agreement.
9C. Transit – AUTHORIZED Agreement for Transit's Participation in the Regional Universal Pass Program for College Students. Expenditure: None.
9D. City Clerk and Communications & Information Technology – ADOPTED RESOLUTION NO. 2018-121 Approving Electronic Content Management System Policy. Expenditure: None.
9E. City Manager – ADOPTED RESOLUTION NO. 2018-122 to Temporarily Transfer Investment Trades, Wires and Bank Transfers from the City Treasurer to the Finance Director or the Finance Director’s Designee During the City Treasurer’s Absence. Expenditure: None.
9F. Transit – APPROVED Second Amendment to Contract Services Agreements for the Torrance Community Transit Program (Senior Taxi and Disabled Dial-A-Taxi). Expenditure: Not-to-Exceed $1,300,000 (Non-General Fund: Transit Operating Budget).
APPROVED the second amendment to contract services agreements for a new amount not-to-exceed $5,200,000 ($1,300,000 annually) and to extend the term date to December 31, 2019 for the taxi companies that provide service for the Torrance Community Transit Program (Senior Taxi and Disabled Dial-A-Taxi):
1) Administrative Services Co-Op d.b.a. South Bay Yellow Cab and United Checker Cab Co-Op of Gardena, CA (C2016-010); and
2) All Yellow Taxi, Incorporated of Gardena, CA (C2016-011); and
3) Bell Cab Company of Hawthorne, CA (C2016-012).
9G. Community Services – WITHDRAWN Action to Address Request for Subsidy of Rental Fees for Use of Columbia Park. Expenditure Request: $930 (General Fund).
9H. Finance – ADOPTED URGENCY ORDINANCE NO. 3839 Amending the Torrance Municipal Code to Comply with Requirements of Assembly Bills (“AB”) 1069 and 939 Relating to Taxicab Transportation Services. Expenditure: None.
1) ADOPTED URGENCY ORDINANCE NO. 3839 to repeal and delete Torrance Municipal Code (“TMC”), Division 3, Chapter 3, Article 16, and amend TMC Division 3, Chapter 3, Article 17 to replace language enabling the City to comply with the updated requirements of recently approved Assembly Bills (“AB”) 1069 and 939 relating to taxicab transportation services; and
2) APPROVED an Ordinance Summary for publication.
