The LWV of Beloit supports:

      • Gaining citizen input in planning and use of development funds
      • Informing the public of hearings, how to obtain funds, and who qualifies for funds.

 Library Resources

The LWV of Beloit supports:

      • expansion of financial support for the Beloit Public Library from public and private sources on an equitable (fair and just) basis the library's ability to provide:
        • timely and accurate responses to requests for information to support local job searches, lifelong learning, and an informed electorate
        • timely access to current, high-demand materials
        • a user-friendly facility  
        • adequately paid full and part-time staff with benefits of sufficient size to meet community needs.
        • Improved ways to use space and staff which are the result of the nput from all stakeholders: board, director, staff, and public.
      • multicultural activities for teens
      • adherence to the principles stated in the American Library Association's Library Bill of Rights, 1996 revision.

Liquor Licensing

 The LWV of Beloit supports:

      • the continuation of the Alcohol Beverage License Control Committee (ABLCC) as an advisory body which reviews liquor license applications, investigates problems, proposes solutions, and presents recommendations to the city council.

The LWV of Beloit recommends:

      • that the membership of the ABLCC include a member of the city council, the Chief of Police or his designated representative, one member designated by the Tavern Owners League, and five Beloit residents and one School District of Beloit Administrator or School Board member at least 21 years of age.
      • that the criteria for selecting citizen representatives on ABLCC include awareness of the need to represent a cross-section of Beloit residents.

The LWV of Beloit commends:

      • the ABLCC for their constructive approach which emphasizes thoughtful questioning and careful educating of liquor license petitioners to prevent possible problems from arising once a license has been granted, and their cooperative attitude toward solving problems that have arisen.\

The LWV of Beloit recommends:

      • that when the city council reviews and acts upon the recommendations of the ABLCC all of the facts should be objectively weighed and a balanced approach be taken to consider legal issues as well as business concerns that affect the community.
      • that owners of property within 500 feet of a proposed liquor license location be notified in writing of the time, date, and location of the ABLCC meeting at which the proposed license will be considered.
      • that the ABLCC make an effort to notify concerned citizens and businesses when issues relevant to their interests will be discussed by the committee. (Clerical costs of this recommendation should be compared to the cost of publishing meeting dates, times, and agenda in the newspaper, and the most cost-effective method should be used.)

The LWV of Beloit encourages:

      • the media to give notice of upcoming ABLCC meetings as a public service.
      • that citizen input be allowed at all meetings

The LWV of Beloit recommends:

      • that the Beloit Police Department work cooperatively with liquor license holders to encourage the license holders to call on the police department for help when problems arise.
      • that while the city clerk must follow all legal practices, the responsibility of the city clerk's office may include sending a reminder notice when renewal fees are due, but the office should not provide additional reminders or special services in the liquor license renewal process.
      • that liquor license holders be held responsible for fulfilling license renewal requirements.  If the license holder does not fulfill license renewal requirements as outlined in the city ordinances, the license shall expire. 

The LWV of Beloit supports:

      • the policy of granting only one "Class B" retail liquor license for each 600 of population in the city of Beloit, as outlined in ordinance #31.66. (rev. '89)
      • the number of liquor licensed sellers established in 42 Class B 11 reserved with a $10,000 fee.  (rev. 2013)

The LWV of Beloit recommends:

      • that citizens with complaints about a liquor license be informed of the proper procedure for filing the complaint as outlined in ordinance #31.24 and #31.25 (rev. '84).
      • That SS125.8 is followed for operating and restrictions of licenses, per Wisconsin statutes, which includes the provision of not allowing licenses in \3000 feet proximity of churches, schools or hospitals.

The LWV of Beloit recommends:

      • that fines and penalties regarding liquor licensing be regularly reviewed to determine whether the listed penalties are high enough to encourage compliance.

Sewage Treatment

 The LWV of Beloit supports:

      • the continued use of methane gas and other by-products. (rev. 2013)
      • obtaining necessary equipment to better use waste products.  (rev. 2013)
      • sampling, monitoring and meter reading of industrial effluent that is accurate, complete, and explainable.
      • fair and equable user charges for both industry and domestic use. No user should be charged less than the domestic rate.
      • city should keep the public informed on the above developments and also on upcoming DNR regulations and the penalties for noncompliance.
      • careful consideration and public disclosure to be given to future industrial development and its impact on the Wastewater Treatment Plant. While the plant is built to allow growth, prospective industries must be given full information up front on user charges.

 Solid Waste Disposal

 The LWV of Beloit supports:

      • the banning of open burning.
      • municipally provided curbside pickup of residential garbage and trash, financed by the property tax rather than user fees.
      • reaffirming state and national LWV positions on recycling and active support of measures such as returnable bottles, paper pickups, and aluminum recycling.
      • efforts toward developing a recycling center on a regional basis. (rev. 89)
      • recycling as a first priority but urges governmental units to purchase additional sites for landfills.

The LWV of Beloit recommends:

      • providing updated and clear information for all residents, especially about materials to be recycled.
