Latah County Solid Waste Disposal

The League of Women voters of Moscow believes that the solid waste collection system and the sanitary landfill should be separate operations, with separate contracts, budgets, charges, and records.

The county should either assume control of the current landfill site or start to acquire another site: life expectancy of the present site and any future site should be clarified.

The collection and landfill fee structures should be set by the county with agreement of the participating cities, the University, and the contractor. All collection billings and payments should be handled through the county, except for what is collected by the cities. Landfill fees should be clarified so that users know in advance the exact amounts they will be charged. Efforts should be made to ensure that all users pay for collection and landfill use, and the possibility of making the rural container system more self-supporting should be investigated. Periodic audits of the landfill operation and collection system should be made.

A county solid waste supervisor should be designated to monitor operations.

Present standards of service should be maintained.
