Members of the League of Women Voters of Moscow agree unanimously that there are problems of public concern relative to Paradise Creek. These problems include:
1. Flooding
2. Irregular water flow; too much in the spring, too little in the fall
3. Lack of flood plain management
4. Pollution: inferior water quality, loss of top soil, trash and sewage in the creek
5. Unsightliness of the creek
6. Waste of recreational potential
7. Danger to small children
At present the Army Corps of Engineers, the Latah County Resources, Conservation and Development Committee, the Soil Conservation Service, and the City of Moscow are all setting up studies of Paradise Creek. The League commends these studies and supports public participation in all final decisions.
League members believe that further development on the flood plain of Paradise Creek should be restricted through new zoning regulations and warning builders, buyers and lending agencies of the flood dangers. The city should strictly enforce building codes and zoning ordinances to achieve the best type of flood plain management.
The League seeks plans that would cover the following objectives as far as possible:
1. Preserve the natural channel
2. Maximize recreational potential
3. Enhance and restore the natural beauty and the wildlife of the creek
4. Improve water quality to meet the Idaho Recreational Water Standards
5. Maintain a year-round flow of water in the creek
6. Improve safety
