While the state has tapped most of the massive $9 billion budget surplus that was at its disposal last February, analysis of January’s revised revenue estimates reveals substantial one-time and ongoing revenue resources remain available, especially for the General Fund.
We will examine how the governor’s proposal programs these resources across key functions of state government. The Citizens Research Council analysis will explore how the Governor proposes to address these issues, as well as address other important state functions.
