February 2019 Meeting of the White Plains Common Council

At the February 4, 2019, White Plains Common Council meeting, the council approved a $1,000,000 loan from the city’s Affordable Housing Assistance Fund for the construction of the second new building at the Winbrook site.  It also approved borrowing $24 million for water system improvements and accepted a donation of $7500 for purchase of a drone.

The council scheduled or postponed hearings for March 4th on the Good Counsel development, the Windward School, apartments at 1133 Westchester Avenue, and a proposed change to the city charter.  The latter currently requires unanimous consent for any ordinance to be passed at the first meeting it is presented; the amendment would allow for written approval to be given prior to the meeting.

The Citizens to be Heard session before the meeting is now televised on the city’s cable access station, and can be viewed on the city’s Web site (http://whiteplainsny.swagit.com/live/).  This month, citizens spoke on a plastic bag ban, a problematic intersection on Mamaroneck Avenue (see December 2018), the Good Counsel development, the televising of Citizens to be Heard, and the disbanding of the Sustainable White Plains Committee.
