The White Plains Common Council held its regularly-stated monthly meeting on October 5, 2020. Unable to break its habit, the council postponed the public hearing on 52 N. Broadway for the sixth straight month, this time until November 18 in the White Plains Performing Arts Center.  It also postponed a hearing on El Cafetero’s cabaret permit until November 2. A hearing was held on a swap of land with 1 Water Street, LLC and the trade was approved.

In other actions, the council approved tax refunds totaling $34,400, permitted the issuance of $2.5 million in bonds to finance capital improvements, authorized the purchase of energy credits at a 10% discount from Distributed Solar Projects, LLC, and allowed the acceptance of grants for traffic safety and youth employment services in the amount of $217,000.

At the Citizens to be Heard session, one resident spoke about the city’s financial policies during the pandemic and several residents spoke against imaginary dangers from 5G antennas.
