Cynthia Rogers is a Professor of Economics at the University of Oklahoma. She specializes in empirical analysis of a range of issues in state and local public finance, and local economic development policy. She has published over 30 articles in peer reviewed journals, including leading journals in Urban Economics, Regional Science, and Labor Economics. Rogers has collaborated on research and grants with national and state agencies, including the National Science Foundation, the Tennessee Valley Authority, the U.S. Department of Agriculture, the Appalachian Regional Commission, the Federal Transit Administration, the Oklahoma Office of State Finance, and the Oklahoma Department of Transportation. 

She won the OU Vice President for Research, Norman Campus 2017 Award for Improving Quality of Life and Communities in recognition of her extensive policy outreach engagement. She was an inaugural member of State of Oklahoma’s Incentive Evaluation Commission and served on the City of Norman’s Center City Steering Committee which created the Form Based Code for Campus Corner area.  She currently serves on the Norman Forward Citizen Financial Oversight Board.
