Date of Meeting: 3/25/2025

Format: In-person

Meeting Summary:

ZONING AND FIRE REPORTS

Mr. Russell inquired about street lighting requirements related to the pending Eagle’s Green development. Although nothing other than egress and entrance lighting requirements exists in the zoning resolution related to street lighting, trustees noted that lighting at intersections would be a good idea. Mrs. Kapusta commented that she thinks the HOA would pay for street lighting, and will follow up. Mr. Ciccozzi spoke with the owner of the Cox/SR 59 property and the former Twin Lakes Country Club property about the deadline for the Twin Lakes development before it will revert to residential zoning.

Mr. Smith reported that the Coleman Mental Health property on Rhodes Rd. is now off fire watch and all alarms are functional. The new siren has been installed at Phillips Park and functioned during last week’s test; the new batteries for the siren will be installed in the next two weeks.

OLD BUSINESS

Mr. Russell, Mr. Akerley, and PC Stormwater Engineer Eric Long attended a Twin Lakes Association meeting to discuss lake levels and an increase in flooding along Clio Ave. Solutions were discussed, and the issue will be turned over to the county as a stormwater issue.

NEW BUSINESS

Mr. Swan attended the Portage County Health District’s annual meeting and reported that the district will be hosting a new Farmers’ Market and food bank enterprise. They’ll be featured on the township website as soon as details are announced.

The City of Kent has determined that the 2025 fire call rate will be $1540 per call. The contract process is based on fire services, tech rescue, hazmat, confined space rescue, proportional dispatch cost, and fire pension. Our current contract provides that the average number of calls over the last seven years be used to calculate the amount billed monthly to the township.
Based on this average, the new rate will bring the 2025 total to $1,101,100. This was approved by an affirmative vote by all three trustees.

FINANCE REPORT

A vote of all three trustees approved payment of bills totaling $25,815.28.

The regular session was suspended, and an executive session was entered to discuss a pending court action, public employee compensation, and pending collective bargaining preparation.
