Richland voters will be asked to make a decision this November whether or not to join other first-class cities in the state to divide its community into five districts and vote for city councilmembers within each district plus two at-large members. The organizing organization feels this would help the councilmembers better representative those within their own section of the community. This model is similar to those of Kennewick and Pasco.
