Meeting Summary:
PUBLIC COMMENT
Jill Grimm, representing the Twin Lakes Association, asked whether guidelines exist regarding door-to-door solicitation in the township; Mr. Ciccozzi responded that there are no restrictions in the zoning code, but would follow up with the prosecutor’s office related to the Ohio Revised Code.
A Brady Lake area resident delivered an update on the planning for the 2026 Captain Brady Day. The date is set for July 25th, and the planning committee has developed a tentative itinerary, which will be shared with the trustees. Mrs. Kapusta stated that she would be happy to attend the next meeting.
Detective DeSerio reported statistics from calls for service answered within the township in July. Mrs. Russell asked about how to advise residents concerned about off-leash dogs in township parks. Detective DeSerio suggests calling the dog warden if that happens, and to photograph the license plate for the person’s car.
Road and Fire Reports
Mr. Russell shared that Mike Collins from the engineer’s office and Perrin Asphalt representatives were impressed and grateful for the ditching done by Mr. Akerley on Hudson Road in preparation for the upcoming resurfacing project.
Mr. Smith reported that Kent State will now have its own warning system panel, and the City of Kent has decided to make the change to a different megahertz system; he suggested that it would be wise for the township to come into compliance with the city’s system, which will cost an additional $5,720. A vote of all three trustees approved the expense.
OLD BUSINESS
Regarding the North Blvd. property, it was decided that the owner would be reimbursed for the cost of the culvert installation, and a check for $448.50 was issued to him accordingly. It was recommended that the culvert be removed and the property entrance be returned to its original state.
Sixth and Ohio drainage issue update: one property owner of the three involved has not responded to attempts at contact. Ms. August is awaiting direction from Chris Meduri at the prosecutor’s office on how to proceed.
NEW BUSINESS
Mr. Russell and Mrs. Kapusta have received communication from South Pleasant residents regarding excessive parking by nonresidents who use their street for recreation at the lake. Non-resident parked cars prevent service and delivery vehicles from accessing their homes. Trustees will follow up and determine what options they have to address this issue.
CORRESPONDENCE
A Caranor Road resident has contacted Mr. Swan regarding intrusive parking, which impedes some residents' safe use of their driveways. Mr. Swan will attempt to mediate the issue.
A Twin Lakes resident has contacted Mr. Russell with a dying tree on their property within the township right-of-way. The prosecutor’s office has advised the township that it should not remove trees that have not yet fallen. If, however, the tree has fallen onto the roadway, the township will remove it. But it is the responsibility of the owner to remove trees even if they are on the right-of-way.
FINANCES
Mrs. Russell reported that the appraisal she sought for the town hall has been received and the building has been appraised at $250,000. She stated that based on likely repairs over the next few years, the trustees may want to consider the possibility of looking for a building to buy within the township or land that would allow a new build.
A vote of all three trustees approved payment of bills totaling $92,451.73.
