Date of Meeting: 9/9/2025
Format: In-person
Meeting Summary:
PUBLIC COMMENT
A Stow resident who owns a parcel of land in Twin Lakes revisited the topic of access to his fishing lot on North Blvd. Although this issue has been addressed at previous meetings, the resident asked again about topics related to access to his property and the removal of a
culvert in front of the property, as recommended by the county engineer. Mr. Russell stated that this is no longer a township issue, and Mrs. Kapusta pointed out that Mr. Russell has dedicated a considerable amount of time to this issue and wished him well going forward.
A Germaine Reserve resident requested that the trustees intercede with the sheriff’s office to have more patrols in the development since many are ignoring no parking signs, continuing to park in the cul-de-sacs, and making it difficult for school buses to maneuver, and putting residents at risk in case of fire or emergency service needs. The trustees will be in contact with the sheriff's office liaison regarding this issue.
Road and Fire Reports
Mr. Akerley reported on road resurfacing plans for the fall. After testing, it was determined that Lakeview Drive and Park cannot be chip-n-sealed and must be paved with asphalt. The same issue is at play with Thorndale and Basswood Streets. This will increase costs to $139,000 for Lakeview and Park and to $157,000 for Thorndale and Basswood. A motion was made and a vote was approved by both trustees present to move forward with the Lakeview/Park project. He also reported that the guardrail along Hodgeman Lane must be replaced for $17,538.
Mr. Smith reported that work continues to ensure the sirens in Kent and the township are operating on the same frequency and in working order.
OLD BUSINESS
Mrs. Kapusta revisited concerns shared by South Pleasant Street neighbors about late-night partying at the end of the street. Because the area is not a designated park, the trustees do not have the authority over who gathers there. They do have the authority to control parking, however, and that will be taken into consideration as a solution is sought.
NEW BUSINESS
The state auditor has issued a mandate for local governments to establish a cybersecurity policy by September 30, 2025. Ms. August has written a draft of a policy for the trustees to review and vote on at the next meeting.
FINANCES
A resolution authorizing the allocation of funds for purchases related to hosting the November Township Association dinner was approved by both trustees present.
Payment of bills totaling $46,651.53 was approved in a vote by both trustees present.
