Meeting Summary:
City’s research into Summit/Mogadore RR crossing for noise. Talked to other cities on cost, canvassing the community, what’s the infrastructure? Ten crossings owned by 3 rr companies.. safety issues that show it’s good due to cars ignoring train horns or crossing. Lots of RR are open and accessible to anyone. If the RR wants this or that, the cost varies; it’s up to them. Costs vary. But the RR requires a study by them, paid by us, before any action starts. Comm interest in quiet zones. We asked and will report at the next council work session next week.
Melanie says March 13-16 due to storms. Brush chipping in May 4-31. May also mean bigger junk collection. This year's site remains open. Tuesdays and Wednesdays from 5 to 8. Thursday, May 28, tire collection at the Water Reclamation plant from 7 to 7. General hazardous batteries and latex paint can be taken to Portage County Solid Waste year-round on Tuesdays and Thursdays.
Bridget Susel, Community Development, reports that the city is hiring a consultant to do a comprehensive housing study. Plus, there is a pending proposal from Council member Jeff Clapper to set aside $50,000 to start a down-payment loan program. Each $10,000 loan would have to be used on a home, transferring from rental to owner-occupied. The term is eight years with $1,250 forgiven each year. The remainder is due if the party vacates the home or it returns to a rental.
Discussed a partial exemption on real property tax for the Mazda operation.
