Join the League of Women Voters of Moscow for a Speaker Series presentation, HJR4 on the ballot: Should Idaho restrict the citizen initiative process?, on Wed., Oct. 21 at 12 p.m. in the 1912 Center Arts Workshop Room.
This November Idahoans will vote on a constitutional amendment that would limit direct democracy in Idaho. In 2025 lawmakers voted to put HJR4 on the 2026 General Election Ballot. If passed, HJR4 would remove the power of citizens to use ballot initiatives to “legalize marijuana, narcotics, or other psychoactive substances.” The amendment's language is broad enough to block citizens from voting on even modest reforms like allowing medical cannabis for Idahoans with severe epilepsy. Some experts argue that HJR 4 is not just about drug policy. The amendment would impact Idaho’s ballot-initiative process and open the door for lawmakers to continue to limit what topics citizens can vote on via ballot initiative in the future.
Luke Mayville is the co-founder and executive director of Reclaim Idaho, a grassroots organization working to build an Idaho where government works for all Idahoans. Luke received his Ph.D. in political science from Yale University and taught at Columbia University before returning to Idaho to spearhead Reclaim Idaho's first ballot initiative campaign to expand Medicaid. That initiative passed with 61% of the vote in 2018. Luke is the author of "John Adams and the Fear of American Oligarchy," and lives in Boise with his wife and son.
