PUBLIC COMMENT
Detective DeSerio’s report of calls in Franklin Township in October included but was not limited to welfare checks, property damage, alarms/intrusions, assistance to other agencies, domestic situations, thefts, suspicious persons, and traffic stops for 301 calls. In addition, he reported in response to a question that there is no new information about the vandalism reported in the Twin Lakes area.

A Twin Lakes resident reported that food delivery drivers are speeding in his neighborhood regularly; he was advised to contact the companies directly to inform them.

ROAD, ZONING AND FIRE REPORTS
Mr. Akerley reported that 4 of the leaf vacuums used by ABC Landscaping in leaf removal were out of service for a time, resulting in a delay in pick-up. Because three of them are now back in service, they should soon be caught up. He also thanked administrator Jenny August for the work she put into the grand award from Nature Works for installing pickleball courts at Phillips Park.

Mr. Ciccozzi asked trustees for guidance on three directional signs for an auction on Bobolink Circle; the trustees offered no objection. Also, administrative search warrants will be executed at residences on West Avenue and North Blvd. in late November.

Mr. Smith noted that a fourth overcrowding violation had been issued to the Burnt Pickle; no fines had been paid. Detective DeSerio suggested contacting the Division of Liquor Control to see what support they could offer. Mr. Smith also noted that an individual at a private township address had made eighteen calls for lift assistance in the past five weeks. Offers of support services to the resident have been declined.

OLD BUSINESS
Discussions with the sheriff’s department on a new contract is progressing and will be discussed in executive session at the close of regular business.

The snow plowing agreement with Sugar Bush Knolls is ongoing, pending the finalization of terms.

The first meeting of the JEDD exploration committee was held recently with representatives of the township and Sugar Bush Knolls. It was a productive first meeting; the next will be December 7th.

NEW BUSINESS
A resolution amending appropriations to fiscal year 2023 to accommodate a $20,000 increase in NOPEC funding was approved by all three trustees.

A resolution amending two previous resolutions pertaining to the Hudson Road project and authorizing the county engineer’s office to apply design expense refunds to the newly combined phases IV and V of just over $18,000 was approved by all three trustees.

FINANCES
Fiscal Officer Lise Russell reported that the fiscal situation in the township is healthy, representing a good bank balance with both appropriations and revenue accurately reflecting projections made last year.

All three trustees approved the payment of bills totaling $325,460.30.

After an executive session, the regular session was resumed, with two motions approved.
One was an authorization of a pay increase for patrol officers who perform additional shifts in the township, and one was to authorize commercial driver’s license training as a hiring incentive for new road department members. All trustees voted yes.
