Special Council Meeting:

  • 2021-124 AN ORDINANCE AUTHORIZING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF KENT AND THE OHIO PATROLMEN’S BENEVOLENT ASSOCIATION (OPBA), FOR THE PERIOD OF NOVEMBER 1, 2020 THROUGH OCTOBER 31, 2023, AND DECLARING AN EMERGENCY (AUTHORIZED)-- unanimously approved
  • 2021-125 AN ORDINANCE AUTHORIZING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF KENT AND THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME), OHIO COUNCIL 8, LOCAL 379, AFL-CIO, FOR THE PERIOD OF NOVEMBER 1, 2020 THROUGH OCTOBER 31, 2023, AND DECLARING AN EMERGENCY. (AUTHORIZED) -- unanimously approved.

Council Committee Meeting:

Interviews with prospective committee meetings

  • Architectural Review Board -- the first of the two individuals who were interviewed failed to get the necessary 5 votes from the city council in its last meeting.
  • Kevin Koogle -- interview became a discussion of the role of the Architecture Review Board he supported revised review guidelines --Council had earlier failed to give him 5 votes.
  • Valerie Landis -- She also had failed to get the 5 votes needed, said she would bring variety to the board
  • Doug Fuller, a former member of the Architecture Review Board, withdrew his application and supported Koogle.
  • Sustainability Committee -- Andrew Scholl applied for another term.
  • These candidates will be voted on in the next meeting.

  • Intergenerational Village Update -- Dana Lawless Andrick appeared to represent the university. The next meeting on the Intergenerational Village is Dec. 13, 6 p.m. at the Kent Police Building, training room. She said the project was in an "exploratory phase."

Community Development Committee:
Greenhouse Gas Inventory--Bridget Susel and Patti Long provided an update on Greenhouse Gas Inventory.City Council passed unanimously a resolution endorsing the inventory phase.

Streets, Sidewalks and Utilities Committee:
City won a grant from the Ohio Department of Development for Ohio Water and Waste Water Reclamation. Council voted unanimously to accept the $1.4 million in grant money.
Also News: Middlebury Road will reopen in February.

Finance Committee:

  • City/Portage County Public Defender Contract Renewal -- unanimously approved.
  • 2022 City Operating Budget -- slight increase in income tax, revised 2021 revenue, unanimously approved.
  • 2021 Budget Appropriation Amendments, transfers and Advances -- unanimously approved.
  • Then and Now Purchase Orders -- unanimously approved
  • City Surplus Property Trade In/Auction -- asks for resolution to dispose of public property, unanimously approved.

City Council goes into Executive Session to discuss boards and commissions appointments and the general compensation plan and position allocation.

Which members of the board/council were present: Garret Ferrara, Ward 1; Jack Amrhein, Ward 2;  John Kuhar, Ward 4;  Tracy Wallach, Ward 6;  Gwen Rosenberg, At Large; Michael DeLeone, At Large;  Roger Sidoti, At Large; Robin Turner, Ward 3. Heidi Shaffer Bish absent from Special Council Meeting (excused) but present in the Committee meeting.
