Date of Meeting: 4/23/2024
Format: In-person
Meeting Summary:
A Wanda Court resident requested an update on the installation of speed limit and No Parking signs in Germaine Reserve. It was clarified that the township will not take action until the roads are formally dedicated to Franklin Township, which is expected by the end of the summer, according to Mr. Akerley.
A representative from The Events at Parkside venue presented checks totaling $125 for township parks, which were accepted with gratitude. He also raised concerns about poorly maintained rental properties and inquired about the possibility of township inspections. Mr. Benzce noted that such inspections are outside the township’s jurisdiction. Mr. Ciccozzi added that zoning issues are complaint-driven and encouraged reporting issues like junk cars for possible citations.
ZONING AND ROAD REPORTS
Mr. Akerley reported a concern from a South Blvd resident about a fence's condition. Mr. Ciccozzi mentioned that the non-compliant section of the fence has been repaired but will reassess the situation.
Discussion on recent mold testing revealed no mold in offices, but non-dangerous levels in the basement. Cleanup estimates are being evaluated.
Extensive discussions on road paving plans for this year and next resulted in the following decisions:
The township will provide the county engineer’s office with a budget ceiling of $300,000 for resurfacing Hudson Road, with the county engineer seeking OPWC funds for the 2025 project.
$250,000 has been reserved for resurfacing Sixth/Ohio this year.
On Mr. Akerley’s recommendation, $240,000 will be allocated for repair and resurfacing of portions of Greenwood, Knoll, Merrill, and Westlake Blvd. This motion was approved by both trustees present.
Repairs on Clio Ave. will be extended to address flooding and erosion complaints at the other end.
Approval was given to proceed with storm pipe repair on a Third Ave. property.
OLD BUSINESS
Hudson Road Phases IV and V projects are being formally closed, and invoices will be sent to the fiscal office to reimburse OPWC for design and engineering expenses.

The 2024 call rate for fire and contracted services with the city of Kent will increase by $40, bringing the cost per call to $1,500. Both trustees present approved this increase.
