PUBLIC COMMENT
Portage County Treasurer John Kennedy addressed the trustees, and others present about several topics. He spoke about the recent county-wide property tax reappraisals. His office and Auditor Matt Kelly’s office have been inundated with calls related to the hefty increases in property values, with average increases of 30%. He indicated that a 30% increase will equal around a 15% increase in taxes. He noted that if a resident believes the increase is overly high, he or she has the right to appeal to the auditor’s office. Residents can contact their state legislators to voice their concerns about tax structure changes. He also spoke about the loan program offered by the treasurer's office called Growlink. This program provides low-interest loans for homeowners, family farms, and small businesses.
A West Shore Drive resident addressed trustees about increases in stormwater runoff on her property. She was advised to contact Eric Long, the county's storm water engineer. She emphasized that the problem developed after the parking lot across the street from her was redone.
Zoning and Fire Reports
Mr. Swan asked Mr. Ciccozzi to look at work on Marteney Blvd, where no permit appears to be displayed.
Mr. Smith described a meeting with Betsy Justice of Lovelight Daycare about plans she is developing for the former Refresh Dental Building. They spoke about what the code will require and what she must do to comply with the regulations.
OLD BUSINESS
The search for grant funding for a new siren at Phillips Park is still underway, and two grants have been submitted.
NEW BUSINESS
All three trustees approved a resolution amending an existing 2018 resolution regarding the storage of junk cars on private property to reflect a specific Ohio Revised Code section.
CORRESPONDENCE
An email from a Germaine Reserve resident requesting the installation of a sidewalk along Newcomer Road was read into the record.
Another Germaine reserve resident emailed about the legality of no parking and “private property” signs.
FINANCE REPORT
The balance of all funds totals just over $4 million, with outstanding payments and encumbered funds for the remainder of 2024 totaling just over $1.6 million. Year-to-date expenses total a bit over $2,000,000. All three trustees approved the payment of bills totaling $83.696.24.
