Meeting Summary:

Minutes from the previous meeting were approved with one abstention.

PUBLIC COMMENT:
Detective DeSerio from the county sheriff’s office reported a total of 241 calls from the township in August, including traffic stops, alarm drops, thefts, assists to other agencies, hit skips, menacing incidents, well checks, suspicious persons or vehicles, assaults, and domestic calls.

Kellie Kapusta introduced herself as a candidate on the November ballot for a position on the Franklin Township Trustees.

ZONING REPORT:
Submitted and attached to the official record. In addition, an audience member questioned the zoning of the parcel of land north of the tracks on Powdermill; Inspector Ciccozzi responded that it is zoned for single-family homes.

FIRE REPORT:
Submitted and attached to the official record. In addition, a discussion centered on the ongoing zoning and conditional use questions regarding Jones’ Hookah Palace.

ROAD REPORT:
Following an EPA audit, it will be necessary to provide documentation of a plan for storm runoff in the event of flooding; the road crew members have been trained in how to respond to this.

Trustee Benjamin suggested that the township resume catch basin/culvert jetting and a regular inspection regime. A paving project for Merrill, Erie, and School Streets in the Brady Lake area will begin this week.

OLD BUSINESS:
The Phillips Park Eagle Scout project should be completed by Friday.

The contract with Ullman Oil has been signed.

NEW BUSINESS:
Before a posting is made for a new road superintendent, an investigation will be done related to changes in the job description and expectations of the position. A road crew employee will be named interim superintendent; this was agreed to by the union and approved by the Trustees.

All three trustees voted to approve the township’s Trick or Treat date as October 31 from 3-5; this is the same as Kent’s.

The Portage County Solid Waste District has communicated that it does not intend to fulfill the contract in place with the Township by collecting leaf pickup assessments through December 2024. Trustee Swan will ask that Bruce Bencze of the prosecutor’s office formally intervene in this matter on behalf of the township.

Payment of bills totaling $97,971.42 was approved by all trustees.
