Meeting Summary:
The meeting was called to order and minutes from the previous meeting were approved.
PUBLIC COMMENT:
The owners of a property that formerly housed Chicken Manor described a potential tenant who wishes to house a medical marijuana dispensary in the building. The owners are asking the board to lift a township moratorium on such businesses. After discussion, the trustees voted to lift the moratorium, which will allow an application to proceed to a Board of Zoning Appeals hearing.
A Brady Lake area resident thanked the road crew for their recent clean-up and chipping efforts in the neighborhood.
ROAD REPORT:
Submitted as written by Lee Smith, the report is a detailed account of work completed and yet to be done in the last two weeks. Items on the checklist given to the department during an EPA audit are complete or in process of completion.
ZONING REPORT:
Submitted as written by Joe Ciccozzi. Mr. Ciccozzi informed owners of the Burnt Pickle that a permit must be submitted for their new sign.
FIRE REPORT:
A grant proposal from the City of Kent fire department was approved, which will provide software to streamline inspection processes and interface with the Department of Homeland Security.
OLD BUSINESS:
Delivery of the newly purchased F550 truck was made but the truck was returned because it was faulty. All three trustees agreed to stop payment on the truck and to seek a different truck with specifications more aligned with the needs of road crew employees who will be using it most.
Mr. Benjamin announced that the township will resume using salt to treat ice on the roads because the Aquasalina system was not meeting the township’s needs.
The Eagle Scout project remains incomplete and will need assistance from the road crew to finish in an acceptable manner.
NEW BUSINESS:
Administrator Jenny August has been gathering job descriptions for the position of road superintendent from other townships; trustees will use these to cull items most pertinent to the needs of the township and will bring a model position description to the next meeting.
Discussion continues regarding contract negotiations with the City of Kent Fire Department.
Trustees agreed to the seven-year average of the number of calls made, to an annual per call increase cap of $40, and to the expense of refurbishing the ambulance currently owned by the township. In addition, the township will make no capital commitment with the exception of the ambulance.
FINANCES:
Payment of bills totaling $162,023.68 was approved by all three trustees.
Finally, Mr. Benjamin stated that he believes the board should move forward to pursue a JEDD district north on State Rt. 43, and that the township should consider installing solar panels at the maintenance building.
