2nd of three sessions to prepare for achieving consensus on Election Law.

A study has been done on Election Law for the State of Virginia. Discussion among members is needed to come to a league consensus to report to the State League for reporting. This will be a continuation of September's meeting and the consensus should be close to completed by this time.
