Each local League must provide financial support for the state (LWVC) and national (LWVUS) levels of the League, and in certain areas of California, regional Inter-League Organizations (ILOs). This support is called the Per Member Payment (PMP).
A local League’s annual PMP obligation to the LWVC is the way a League satisfies the requirement to financially support the state-level activities of our multi-level organization. The PMP rate for each fiscal year is approved by delegates at LWVC Conventions as part of the annual LWVC budgeting process. By providing unrestricted funds for advocacy campaigns, membership activities and the many services LWVC provides to local Leagues, PMP is a vitally important source of support for the LWVC. While paying PMP is required, the LWVC Board of Directors appreciates the loyalty and commitment of the local Leagues for this support of the state League’s activities.
The amount of the annual PMP due to ILOs, the LWVC and the LWVUS is based on your League’s membership count in the LWVUS online member database as of January 31 of each year.
It is the responsibility of each local League to update its membership records in the LWVUS online member database on an ongoing basis, and certainly no later than January 31 of each year. Please note that inactive members should be listed as “Inactive” in the member status designation in the online member database, in order to avoid owing PMP for former members from whom you are no longer receiving dues.
Payment of the LWVUS, LWVC and ILO PMP obligations is neither optional nor subject to amendment by a local League. To retain the right to send delegates to conventions and councils, a local League must pay its annual PMP in full by the established payment schedule. If your League is having financial difficulties and is unable to pay its PMP, you must contact your Local League Coach (LLC) or the LWVC office immediately.
PMP Rate, Fiscal Year 2023-2024
For fiscal year 2023-2024, LWVC's PMP rate of $28.00 for individual members was included in the budget adopted by delegates at Convention 2019. Thus, current LWVC PMP rates are as follows:

Payment Schedule
Your annual PMP obligations due to the LWVC and the LWVUS should be paid in full at the beginning of the fiscal year, or paid in quarterly payments according to the following schedule:
- August 31, 2023 - First quarterly payment due
- October 15, 2023 - Second quarterly payment due
- January 15, 2024 - Third quarterly payment due
- April 15, 2024 - Fourth and final quarterly payment due
Each regional ILO will determine its own payment schedule for its PMPs.
Payment Method
The LWVC will send a reminder and payment coupon by email approximately three weeks before each quarterly payment (October, January and April) is due. However, failure to receive this reminder does not constitute an acceptable reason for late or missed PMP payments.

Paying PMP With Education Fund Monies
In fiscal year 2023-2024, up to 25 percent of the PMP obligation due to the LWVC may be paid with existing Education Fund monies or new tax-deductible donations raised for unrestricted purposes. But Education Fund monies may not be used to reimburse local Leagues for PMP previously paid to the LWVC.
To pay your PMP using Education Fund monies, indicate how much your local League would like to pay (up to 25 percent of PMP) from that account on the PMP payment coupon when you return it to the LWVC.
