SB 100 (De León) "Enact 100 Percent Renewable and Zero-Carbon Electricity Policy" passed the Assembly late in the day on August 28 with a vote of 44 Yea, 33 No, and 3 abstentions. The first vote in the early afternoon only reached 39 yea votes, but a majority of the 80 members of the Assembly (41 votes) was needed to pass. It was opened again for votes later in the afternoon, and with intense lobbying from the LWV and many others, the vote swung to a majority and a pass.

The Make It Fair Coalition was formed to work for reform of Proposition 13 by changing the unfair way in which commercial property is taxed in California. California voters passed Proposition 2 last November to establish a statewide “rainy day” fund.
Unfortunately, a one-size-fits-all law, SB 858, also passed last year as part of the state budget process. SB 858 prevents school districts from saving adequately to prepare for their own rainy day by setting a maximum average “reserve cap” of 6 percent on school districts reserves.

Sacramento, CA -- Yesterday, legislators from both parties and both houses of the Legislature held a press conference with education, parent and good government groups to announce Senate Bill 799 (Jerry Hill, D-San Mateo), legislation that will fix the school budget reserve cap. SB 799 would give more flexibility to school districts to set aside reserve funds to best suit their students’ needs.

SB 52, California DISCLOSE Act, Fails to Pass Out of the Legislature

The League of Women Voters of California (LWVC) has asked that the EIR/EIS for the Bay Delta Conservation Plan (BDCP) not be certified. LWVC President Jennifer A. Waggoner stated, “It is unlikely that the preferred alternative will meet the coequal goals of providing a reliable water supply and protecting, restoring and enhancing the Delta ecosystem.”

May 14, 2014--Today the Governor signed Senate Bill 27 (Correa), which will help ensure that campaign contributors can no longer use "dark money" loopholes to avoid disclosure. California voters will be better able to follow the money in campaigns and make more informed decisions at the polls. Many thanks to the many League members and others who supported this important bill! 
Californians were shocked by an $11 million contribution to a ballot measure campaign shortly before the November 2012 election -- and the true sources of the money have still not been fully disclosed.

On October 24, 2013, the California Fair Political Practices Commission announced a settlement in the case of secret money donated to the campaign to defeat Proposition 30 and support Proposition 32 in the November 2012 election. The settlement includes a record $1 million fine, based on two donations, one for $4 million, and one for $11 million. Neither of these donations were properly reported according to California law.

The California State Auditor, Elaine M. Howle, held a landmark public drawing to select the names of the first eight commissioners to serve on California’s first Citizens Redistricting Commission (Commission).
