Overwhelmed by so many issues and petitions on the Missouri Ballot?

So are we. The number of issues and petitions on the Missouri Ballot may overwhelm voters. Here is a list of member priorities that will support Missouri voters.

1. LWVMO SUPPORTS PEOPLE NOT POLITICIANS

Missouri House Bill 1
HB1 Would create provisions for redistricting federal congressional seats.

About Redistricting
The Missouri General Assembly passed a gerrymandered map on 9/11/25 at the request of President Trump. The LWVMO believes the new map is purely partisan and does not comply with the standards of fair redistricting or the Missouri Constitution. Three lawsuits filed against the new map are pending. A referendum has been initiated that will put the map on the ballot for voters to accept or reject it.

Efforts to STOP redistricting are time sensitive and demand the most effort immediately. This requires 116,000 signatures by December 11 to let voters decide on the map. LWVMO Supports People NOT Politicians (a nonpartisan coalition group) and is working with them to gather signatures by December 11 to ensure fair representation and have a say in our government structure. We want our politicians to know that they should represent us, not themselves.

2. OPPOSING TWO IMPORTANT BALLOT MEASURES

Missouri House Joint Resolution 73 (HJR73)
HJR73 “Amendment 3” will reinstate the abortion ban.

Repeals 2024 Amendment 3 and Reinstates an Abortion Ban)
Passed the House on April 17, 2025 and the Senate on May 14, 2025 and was delivered to the Secretary of State on May 30, 2025. It repeals reproductive freedom, Amendment 3 that passed in November 2024, and effectively bans abortions in most cases, with narrow exceptions for medical emergencies, or rape or incest which are only allowed up to 12 weeks of gestation.

Beware the Ballot Candy!
As of 10/08/2025, a judge has approved the ballot summary submitted by the Secretary of State. However, it still does not state that it is reinstating an abortion ban with very strict exceptions.

Vote NO on Amendment 3 in November 2026.

Missouri House Joint Resolution 3 (HJR3)
HJR3 requires a citizen led initiative petition to pass in all eight out of eight Missouri districts.

On September 12, the legislature changed the requirements for citizen petitions passage from a simple majority statewide to a majority in all 8 congressional districts. Other provisions restate existing parts of the law with ballot candy such as banning contributions from foreign agents or foreign adversaries, and criminal penalties for fraudulent signature gathering. The intent and purpose of this law is to potentially kill the MO initiative petition process. This law would allow 5.3% of the statewide electorate to kill an initiative supported by 95% of voters.

The most egregious part of this bill? It applies only to citizen initiatives! If the Missouri General Assembly itself refers a constitutional amendment to the ballot, it will still pass or fail by a simple statewide majority only. The legislature’s own proposals are held to a lower threshold than citizen proposals.

Vote NO on HJR3 on November 5, 2026
