NewsPoliticians in Jefferson City are trying to undermine Missouri voters who passed Amendment 3 in November. HJR 73 proposes a Constitutional Amendment that would prohibit abortion except in cases of medical emergency, rape or incest, no later than 12 weeks gestational age and only if reported to law enforcement within at least 48 hours of the procedure.It also contains language regarding gender transition and possible prosecution of medical professionals.
A Senate committee approvedf HCR 73 on April 30. Let your Senator know you oppose HCR 73.
- The ballot language doesn't make clear that it would overturn Amendment 3 and restore an almost total abortion ban
- Missourians just voted for The Reproductive Freedom amendment to allow abortion up to fetal viability
- Two of every three sexual assaults are not reported to police out of fear of their abusers
- This bill is in conflict with protections for medical professionals embedded in the Reproductive Freedom Amendment
If approved by the Senate, it would go to the voters. The governor could put it on the ballot in a special election.
Opponents stress that the ballot language is deceptive, not telling voters it would ban most abortions. That's why abortion opponents pushed for approval of SB 22 that would limit the courts' role in approving ballot language.
Instead of mentioning that it would ban elective abortion, the ballot measure would ask voters if they want to amend the Missouri constitution to:
- “Guarantee access to care for medical emergencies, ectopic pregnancies, and miscarriages;
- Ensure women’s safety during abortions;
- Ensure parental consent for minors;
- Allow abortions for medical emergencies, fetal anomalies, rape, and incest;
- Require physicians to provide medically accurate information; and
- Protect children from gender transition?”
