Here are five important petitions that are currently circulating across Missouri, each addressing issues that directly impact communities and families.

1. Petition for Referendum on Redistricting

Constitutional Amendment to Article III, Relating to Initiatives and Referendums (2026-134)
Sponsor: Richard von Glahn (People Not Politicians)
 

Proposes a vote to stop the new gerrymandered map.

Referendum Language:

We respectfully order that House Bill 1, passed at the extraordinary session of the first regular session of the 103rd general assembly, shall be referred to the voters of the State of Missouri for their approval or rejection, to be held on the 3rd of November 2026.

2. Constitutional Amendment Petition to Protect the Initiative Petition Process

Constitutional Amendment to Article III, Relating to Citizen Initiatives, version 4 (2026-106)

Ballot Language:

Shall the Missouri Constitution be amended to:

  • Expand the initiative and referendum petition process by making it a fundamental right;
  • Allow courts to revise ballot summaries through lawsuits;
  • Prohibit the legislature from weakening initiative or referendum powers;
  • Prohibit the legislature from changing or repealing laws enacted through the initiative petition process, or passing laws similar to those rejected by referendum, without approval from 80% of both chambers; and
  • Preserve existing majority vote and signature requirements for initiative and referendum petitions?

3. Constitutional Amendment Relating to the Definition of Marriage

Ballot Language: Do you want to amend the Constitution to change the definition of marriage:

  • From “A valid marriage in the state of Missouri shall exist only between a man and a woman.”
  • To “ the right to marry is a fundamental right for any two consenting adults…All such marriages are valid and recognized in this state?”

Statutory Amendment to Chapter 213, Relating to Discrimination Protections, version 1 (2026-019)

Ballot Language:

  • Do you want to amend Missouri law to add sexual orientation, marital status, pregnancy and gender identity to the categories protected from discrimination in housing, employment, and places of public accommodation?

4. Constitutional Amendment to Quality Education

Ballot Language:

It would guarantee every Missouri child access to a quality education and ensure the state meets its responsibility to fund it.  States that have adopted this have improved their schools through legal action.

Ballot Language:  Be it resolved by the people of the state of Missouri that the Constitution be amended to read as follows:

  • A general diffusion of knowledge and intelligence being essential to the preservation of the rights and liberties of the people; education shall be a fundamental right. It shall be the duty of the state and general assembly to establish and maintain adequate, thorough, and uniform high quality free public schools to provide for the gratuitous instruction of all persons in this state within the ages not in excess of twenty-one years as prescribed by law.

5. Constitutional Amendment:  The Missouri Right to Education Initiative

Constitutional Amendment to Article IX, Relating to Public Funding for Education (2026-071)
Sponsor: Duane Martin
 

It would amend the Constitution to prohibit public funding of nonpublic schools except for when it benefits disabled students. It also would label new charter schools as nonpublic.

Ballot Language: Shall the Missouri Constitution be amended to:

  • Limit parental choice in education;
  • Eliminate existing programs that provide direct aid to students with special education needs by prohibiting the use of public funds for educational services provided by nonpublic schools;
  • Restrict public aid at private schools; and
  • Bar public funding from supplementing federal aid to nonpublic schools; and
  • Define most charter schools as nonpublic unless approved by voters or school boards before June 30, 2025, with limited exceptions for disability services?
