Introductions: Carol Burr, Linda MacMichael, Elaina McReynolds, Andy Holcombe, Mary Kay Benson, Toni Reid, Sandra Flake, Abe Baily, William R. Todd-Mancillas, Sharon Wallace

 

Meeting Chaired by Carol Burr, 1st Vice President

 

  1. 1.     Approval of June meeting minutes (emailed) Action Item
    1. a.     Andy Holcombe motioned to approve the minutes with two corrections: spelling of Holcombe and Serrano.  William seconded. Passed unanimously.

 

  1. 2.     A Fundraising Update Power of 100 Informational
    1. a.     There will be a photo booth. 
    2. b.     Sales of tickets 35 tickets sold, 30% have opened emails. 
    3. c.      All board members were asked to post flyer on social media
    4. d.     Sharon suggested sending printed poster out.
    5. e.     Carol asked for donations of something high-end and interesting to raffle off, such as vacation home rental or dinner with a local celabrity.  5-6 items are needed. Mary Kay might have a piece of art.
    6. f.       Menu was shared with board members. 
    7. g.     Sharon is doing an evite.
    8. h.     Article on suffrage movement for ER and CNR.

 

 

  1. Voters Service Update Information Item
    1. ER will partner with us and write up analysis.
    2. Carol asking for money from North Valley as sponsor. Question of how much was briefly discussed. Critical for election due to fire impact this year and next.
    3. Doug LaMalfa will not attend a primary forum. 
    4. Different format called speed dating (toolkit from state LWV) offers all interested candidates an opportunity to interact with potential voters 
    5. Ann Shulte is new head of Civic Engagement at Chico State.  She may be able to help us reserve a space on campus. Carol will work with her.
    6. Supervisor Candidate Forum will be a Butte College. District 1,4, & 5.
    7. Debra Barger working on training for LWV members to register voters.
    8. Discussion of dates for forum and speed dating. March 3 is the primary date.

 

  1. 4.     Observer Director Update – New Chair Toni Reid
    1. a.     Toni read her email to current observers.
    2. b.     Laura Peterson, an excellent observer, passed. She was the Oroville City Council observer for of the League.
    3. c.      Ramona Flynn suffered an injury.  Jane Wanderer will step in while she is in recovery.
    4. d.     August 22 – Observer meeting in League office. Need to recruit new observers. Recommending 3 month trial. Toni asked board to call members to invite them to the August 22, 4pm, session. 
    5. e.     No coverage for Paradise, and with Laura’s passing, no one for Oroville.
    6. f.       There are other important bodies that the League are not covering.  Toni now has a list  e.g .County planning commission and County Behavioral Health.  LAFCO would also be a good organization (annexation work and government) to observe. 

 

  1. Government Director Update New Chair Sandra Flake
    1. Sandra Flake attended the July 1 meeting on voting changes. Joint advisory committee voting language and voting accessibility issues that need to be planned in advance.
      1.        i.     Access issue on public transportation.
      2.        ii.     Many organizations showed up to provide input. Some have space that can be used as Vote Centers and will be involved. 
      3.        iii.     2 types of voting centers: those open for several days and  those for a few days.
      4.        iv.     13 vote centers. Each will be equipped with multiple functions for voting.
      5.         v.     Folks can register to be a Paradise voter, regardless of where they are living.
      6.         vi.     After that 7/1 meeting Sandra wrote a draft  of LWV feedback on issues raised at the meeting.  Delivered 7/14.  Response was that more feedback was being gathered and will be discussed at the next advisory committee.

 

  1. Natural Resources Director Update – New Chair Mary Kay Benson
    1. Speaker series
      1.        i.     Dates below, Gateway Science museum, 7-9pm
      2.       ii.     Panel format, all video taped
    2. September 19 – “Climate Crisis – We Are Living It” Don Hankins 7-9pm, Ali Medders-Knight
    3. October 17 Possibilities for Change in Butte County John Mitchell, Steve Geiger, Lee Altier
    4. November 14 “Where We Are Now- Chico’s Sustainability Actions and a County-wide View
    5. December 5  “Regenerative Agriculture: Tools to Remove & Sequester Carbon Dioxide. Ali MacMorrow, Roy Ekland, Charlotte Ekland and Sandy Fisher
    6. Motion: to accept the full speaker series from the Natural Resources Committee.  Sharon moved. Abe Baily seconded.  Unanimously approved.

 

  1. Director Update – Andy Holcombe
    1. Butte County Library is sponsoring event 9/16 with Rich Harwood  on housing, rebuilding community post disaster.  Library would like the League to help with promoting this event. 
    2. Motion: Abe moved to approve promotional support of Butte County event with Richard Harwood.  Andy seconded the motion. Unanimously approved.

 

  1. Director Update – William Todd-Mancillas
    1. Discussion on recyclable donations to raise money for LWVBC.  William said its been tepid response.  Carol suggested some research into whether the recyclables are actually being recycled.
    2. Plastic and glass are the only recyclable that have cash value.
    3. Abe will work William on vetting Fair Street to see if they are better than Waste Management at truly recycling items.

 

Comments: William recommended that Membership have registration resources available as appropriate. Board members agreed. Membership chair said she will commit to having those materials available.
