Board Meeting Minutes
October 8, 2019
6:30-8:00 pm, LWV Office 635 Flume
Members Present: Mahalley Allen, Abe Baily, Mary Kay Benson, Carol Burr ,Sandra Flake, Andy Holcombe, Kathy Kaiser, William Todd-Mancillas, Linda MacMichael, Stevi Mittman
Members Not Present: Elaina McReynolds, Toni Reid, and Sharon Wallace
- 1. Call to Order
Meeting called to order at 6:30 pm.
- 2. Mission Moment
Board members reflected on the two separate and distinct roles of the league.
- 3. Approve September Meeting Minutes
The August meeting minutes were approved.
4. PMP Report
Carolyn Dusenbury presented her report on the national PMP, student PMP waiver, and LWV California PMPs. Board members discussed the meaning of an “associate member.” Our local league does not have to pay PMP for any member who joins after January 31st of each year, but those members do not count in the league’s delegate count.
If local leagues have LWVUS or LWVC education fund accounts, they may satisfy up to 50% of their PMP obligation by using tax-deductible contributions made to the League of Women Voters Education Fund or to LWV California’s education fund.
For fiscal year 2019-2020, LWVC’s PMP rate is $28 for primary members and $14 for each additional household member. There are no LWVC PMP assessments for life and student members.
5. End of 2018-2019 FY Financial Report
Board members discussed the 2018-2019 FY Financial Report, which reflects the increase in the rent of the league office. The report will be sent to league members.
Motion:
Carol moved and Stevi seconded a motion to approve the 2018-2019 FY Financial Report. Motion passed unanimously.
6. Power of 100 Fundraising Financial Report
Net income for this event was $6,505. $1,500 of the ticket sales was in the 2018-2019 fiscal year because they were sold in June 2019.
Motion:
Stevi moved and Andy seconded a motion to accept the Power of 100 Fundraising Financial Report. Motion passed unanimously.
7. Director Update, Social Policy
Stevi and Andy updated board members about the upcoming program. Five speakers representing four organizations will participate on the “Oh, Give Me a Home” panel on Saturday, October 12th at 11 am at the PV Recreation Center. The panelists are:
- · Meleiza Figueroa of the local Renters Union Organizing Committee
- · Ed Mayer, Executive Director, Housing Authority of Butte County
- · Paul Webb on behalf of the North Valley Property Owners Association
- · Adam Pearce on behalf of the North Valley Property Owners Association
- · Cory Turner, Staff Attorney at Legal Services of Northern California
8. Director Update, Voter Service
Carol updated board members on the planned January 4th, 2020, forum at Butte College for the Butte County Supervisors race.
The Voter Service committee is also working on an event tentatively planned for Saturday, February 1st, 2020, from 9 am-12 pm involving candidates running for office in Butte County who will participate in the March 3rd primary election. Candidates will be allowed an opening statement and then will rotate among tables to answer questions. Carol suggested that board members be facilitators at the tables.
9. Director Update, Government
Sandra updated board members about the census forum on February 13th, 2020, at the Masonic Lodge. Tentatively, the potluck will begin at 5:30 pm and the forum will start at 6 pm. Panelists so far include Mahalley Allen and Debra Lucero. Sandra is working on getting a member of the Mechoopda Tribe of Chico Rancheria to participate and also a moderator.
10. Nonpartisan Policy
Board members discussed the League of Women Voters of Butte County Nonpartisan Policy. Linda reminded everyone that the president and voter service director shall not make a financial contribution to any local political candidate’s campaign.
11. Pioneer Day Parade
Linda updated board members about our local league participation with the AAUW in the Pioneer Day
Parade on May 2nd. Toni will coordinate.
12. CSU, Chico Town Hall Meeting
Mahalley updated board members about the Town Hall Meeting at CSU, Chico scheduled for Thursday, November 7th, 2019. She encouraged board members to participate as policy consultants and will send board members a list of policy topics.
13. Women’s March
The Women’s March is on January 18th. The LWVBC has participated in the past. Mary Kay volunteered to be the coordinator of our participation in the event.
14. School and Communities First
The LWV is one of three authors of this proposed amendment to Prop 13. The first step for the league will be signature gathering to get the revised proposed amendment on the November ballot. The second step is to advocate for the amendment’s passage. Linda suggested inviting an expert from Sacramento to come to Chico to speak about the proposed amendment at a forum or event. Linda will contact the Redding league office to find out if there is a way to partner with them on this issue. The California league will send local leagues a tool kit to help with the process.
15. Closing the Loop
· Storage Shed
We cleaned out the league storage shed at the end of September.
· Climate Strike
Mary Kay updated board members about the recent Climate Strike. There were 14 co-hosts and about 700 people attended, mostly young people. William tabled at the event.
· Power of 100 Fundraising
League members finished discussions of this fundraising event.
- · Richard Harwood Visit
Andy updated board members about Richard Harwood’s recent presentation. Richard discussed community building and recovering after disaster during his presentation.
· Membership Coffee
There were 30 people in attendance at the membership coffee. At the event, the league received 15 single membership renewals, 6 family membership renewals, and $120 in donations.
16. Vote Center PowerPoint
Linda emailed Candace Grubb’s PowerPoint from the Membership Coffee to board members. Members discussed showing key slides from the PowerPoint at the January 4th forum at Butte College.
17. Other Business
Abe updated board members about league tabling at the recent Salmon Festival and Johnny Appleseed Days Festival.
