President's Letter

Hello League Leaders,

I hope you all are having a relaxing summer, one that resembles a much more normal one compared to last year. 

I know that while you are relaxing you are also planning for the League future.  Here are a few things to help you do that.

The Recall Election is looming on September 14th. The LWVC is ready for it.  A toolkit for the election is scheduled for release on Friday, July 30.  It contains the information you will need to explain this recall election, talking points, basic voting information, social media messages and graphics, plus a one page flyer to be used at tabling events. You will find it on the Election page of the LWVC Members Only site: https://my.lwv.org/california/lwvc-members-only/elections

Further, Voter's Edge is up and running for this recall election. Invitations to participate in our online voter guide went to the candidates last week when the official list of candidates was released by the Secretary of State’s office.  

Redistricting activities continue apace. The California Citizens Redistricting Commission members are working throughout the state.  Cities, counties, and smaller districts are spinning up their redistricting processes. I’m proud to see our Leagues out in their communities (via virtual means usually) educating them about why redistricting is crucial to making democracy work, how they can participate, and just what “communities of interest” are. Make sure that your League members that are involved in education are part of the Redistricting Google Group.

As you plan your League calendars don’t forget that you can access and use recordings of the workshops of the LWVC Convention.  There is substantive material on the issues for emphasis (criminal justice, climate change, water, housing and homelessness).  Toolkits on criminal justice, housing, homelessness action, and the Diversity, Equity, and Inclusion are found within each workshop entry. There is material to help your League plan and operate, including how to handle virtual meetings and candidate forums. And don’t forget the Great Ideas from other Leagues.  I urge you to take advantage of the hard work of your fellow League members in preparing and sharing this material with all of LWV in California. 

Please join the webinar Prop 15, Schools & Communities First--What’s Next? on August 11, 2021 for a debrief of the results and a discussion about the future.  There is much to learn and to think about.  

National politics are on everyone’s mind this summer.  Check out the talking points and resources on the For the People Act, a comprehensive voting rights and elections bill.  There is plenty of talk about reforming or eliminating the Senate filibuster.  See what LWVUS has to say about that.  

And one fun final thing to talk about. The list of California Leagues has one more name on it.  LWVUS officially recognized the LWV of the Mother Lode.  This League serves Tuolumne and Calaveras Counties in the Sierra foothills.  Congratulations and welcome!

Prop 15, Schools & Communities First – What’s Next?

Prop 15 on the November 2020 ballot almost passed – but ultimately, didn’t make it. So what’s next? A large part of the coalition supporting the measure is still meeting. 

Join us on Wed., Aug. 11 at noon for a debrief of the election results and a discussion about what the LWVC role should be in the ongoing coalition. We’ll share some detailed information about where the measure did well – and where it underperformed. More importantly, we’ll talk about the plans for continuing the fight. Where does this campaign fit in with all the other work we are doing in California? How much League energy do we have?

If you can’t make it on Aug. 11, we’ll record the webinar, and continue the discussion on the LWVC Prop 15 Google group.

Redistricting

The redistricting data is coming soon! Well, soon is a relative term.  What does that mean for us in California? We will still need to wait for another month after the initial release for the data to be put in a user-friendly format, and, more importantly, for the Statewide Database to adjust the numbers to reflect reallocating people currently in state prisons to their home addresses. 

In the meanwhile, redistricting conversations are going on around the state regarding both state redistricting and local redistricting.  Leagues are doing fine work in educating their communities about what to expect and what a Community of Interest is.

Make sure that your League’s redistricting advocates are signed up for the LWVC Redistricting Google group. Find out what others around the state are doing, share your great ideas, and get your questions answered.

Local League Information Form

Every year, LWVC asks each CA local League to complete the Local League Infromation Form. The information you provide on this form allows us to have the most up-to-date information of your League on our website, allows us to properly bill your League, subscribes your leaders to important LWVC information including the Leaders Update, and helps us populate the Local League Leader Contact list. Please have one person from your League complete the form.

LWVC MEETING SUMMARY

The LWVC Board of Directors met virtually for its first Regular Board Meeting of the 2021-2023 biennium and took the following action:

GOVERNANCE AND ADMINISTRATION

Adoption of Resolutions

  • Adopted LWVC Resolution No. 2021-1 fixing the number of Board Members at fourteen (14) for the 2021-2023 biennium.

LWVC Bylaws Amendment

  • Amended Article III, Section 2(a) to reconcile the definition of student member with the LWVUS Bylaws to read as follows: “Student Member. A member of a local League who is enrolled either as full or part-time in an accredited institution.”

Nonpartisan Policy

  • Reaffirmed the Nonpartisan Policy, Governance G-1, for the 2021-2023 biennium.

Ratification of LWVC Executive Committee Actions

  • March 25, 2021, Executive Committee Meeting – Amicus Brief Authorization
  • July 1, 2021, Executive Committee Meeting – Davis MAS Unit Request per Policies & Procedures, MS-3.

Appointments – Local League Coaches Program

  • Jacquie Canfield (LWV Fresno) as the LWVC Local League Coach Coordinator to oversee the state program
  • Ann Havlik (LWV San Luis Obispo County) as a local League Coach (LLC).

LWVCEF MEETING SUMMARY

The LWVCEF Board of Directors met virtually for its first Regular Board Meeting of the 2021-2023 biennium and took the following action:

Information Only - LWVCEF Special Meeting of June 28, 2021

  • Appointed LWVCEF Officers and Directors for the 2021-2023 term
  • Adopted the 2021-2023 LWVCEF Budget.

VOTER SERVICE

The board members discussed the upcoming September 14, 2021, Gubernatorial Recall Election.  A Tool Kit will be available for local Leagues at the end of July.
