Board Meeting Minutes

June 14, 2022  

5:30 pm 

LWV Office, 635 Flume

Members Present: Mahalley Allen, Roxanne Ferry, Sandra Flake, Caroline Aldrich-Langen, Marcia Moore, Janet Rechtman, and Satsie Veith

 

Guests Present: Linda MacMichael

 

  1. 1.     Call to Order

Meeting called to order at 5:31 pm.

 

2. Introductions

Continuing and new board members introduced themselves.

 

3. Approve Meeting Minutes

The minutes for the May board meeting were approved.

4. Financial Report

Sandra gave an update about the 21-22 fiscal year budget. LWVBC took in over $20,000 in income and had approximately $21,000 in expenses during the fiscal year. LWVBC will only need to take bout $600-$800 from reserves. Sandra’s recommendation is to take that out of cash reserves.

As of June 10th, LWVBC had $48,541 in the North Valley Community Foundation education account.

Board members briefly discussed the pros and cons of becoming a 501c3 nonprofit.

Motion:

Janet moved and Caroline seconded a motion to take the $600-$800 reserves from cash reserves.

5. Update on Office Sublease

The Altacal board approved the sublease agreement. Satsie informed board members about the shared LWVBC/Altacal calendar for reserving the office.

6. Update on County Contract

Board members reviewed the terms of the proposed voter registration contract with Butte County. The LWVBC will drop off voter registration cards, coordinate and manage the “High School Voter Education Weeks” in April and September, and assist the Elections Division with election night secure ballot box lockup, ballot retrieval, and ballot delivery to the Butte County Hall of Records.

Motion:

Sandra moved and Roxanne seconded a motion to approve the contract with the county. Motion passed unanimously.

7. Annual Meeting Wrap-up

Board members discussed the annual meeting and brainstormed ideas for future annual meeting locations.  

8. Committee Reports

Social Policy Committee:

Janet updated board members about the first program on housing/homelessness, scheduled for June 15th from 5-6:30 pm in the OLLI classroom. The program will be a hybrid in person/virtual event.

Natural Resources Committee:

The Natural Resources Committee’s water program is scheduled for June 30th on Zoom at 7 pm. The program will focus on the Vina Groundwater Sustainability Plan, the Paradise option study, and Table A water.

9. Working with Butte County Healthcare Coalition

The Butte County Healthcare Coalition asked if the LWVBC was interested in being included on a list of like-minded local groups that would work together to host community educational events. Board members discussed the request and decided to tell the Healthcare Coalition that we could share information about their events but cannot join their list.

10. Fall Coffee Planning

Professor Diana Dwyre from Chico State is willing to speak at the Fall Coffee on the topic of money and politics. She is available on Saturday, September 24. Board members discussed possible locations.

11. At Large Board Seat

Linda proposed having one or two of the board seats be at-large seats. When trying to recruit new members to the board, having a portfolio assignment can be intimidating. The board discussed having one or two of the board seats be at large without specific portfolio assignments. The LWVBC bylaws do not require board members to be assigned portfolio assignments. One suggestion is that the assistant voter services board member could become an at large seat. Currently there are five open seats on the board. We could start by choosing one or two of the open board seats to become at large positions. We could market the position as an at large position for people to join the board and get to know how the board works without being overwhelmed. Janet will write a piece for the upcoming newsletter.

Motion:

Sandra moved and Caroline seconded a motion that we temporarily put on hold the county-wide liaison and assistant voter service board portfolios and have those two board seats be at large. Motion passed unanimously.

12. Candidate Forums

The board will discuss candidate forums more at the next board meeting. LWVBC will need to host candidate forums for at least the state assembly and city council elections. Board members discussed whether to host the forums in person or virtually.

 

13. July Board Meeting/Planning Meeting Date and Location

The July board meeting/planning meeting will be on Sunday, July 17th from 4-7 pm at the league office.
