LWVBC Observer Corps 
Effective League activity in a community relies on an understanding of how
local government works. Our League Observer Corp members watch and
learn how government operates, following and then reporting issues that are,
or may become, items for local study, action, advocacy, or education.
Through our Observer Corps, the League promotes
open, transparent, and accountable government. LWVBC Observers serve as the eyes and ears of
the League by attending a wide variety of public boards, councils, and
districts in Butte County, monitoring compliance with the Brown Act,
California’s open meeting law for local agencies. Such agencies include
county boards of supervisors, city councils, school and special district boards,
and committees, commissions, and other subsidiary bodies created by formal
action of a local agency.
League presence at these many meetings adds to the League's visibility and
credibility. Therefore, we regularly seek to expand the Observer Corps from
among LWVBC membership. ŁWVBC Observers alert the Observer Corps
Director and the LWVBC Board about any issues relating to Brown Act
compliance. Observers compile an annual report on each local agency
observed and present their reports to the membership at the LWVBC
Observer Report meeting each year, held typically in late spring.
