Meeting Summary:

PUBLIC COMMENT
Detective Nick DeSerio reported on total calls for service for the township in September, including suspicious persons and circumstances, premise checks, domestic disturbances, thefts, welfare checks, 56 traffic stops, property damage, and assistance to the rescue squad and other agencies for a total of 310 calls. He also reported that during the township’s trick-or-treat on Sunday, October 29, from 3-5, two additional patrol cars will be patrolling for traffic violations and also handing out candy.

ROAD, ZONING AND FIRE REPORTS
Mr. Ackerley proposed contracting out line striping on newly chip and sealed roads, including Seasons, Judson, and Hudson. All three trustees accepted a motion to approve this process for $12,580.00. Another motion to accept a ditching project on Powdermill Road for a total of $14,350 was approved by all three trustees. He also reported that brush chipping is now done for the season and that the mow-trim machine will need major repairs.

Mr. Ciccozzi described issues related to fences being raised at the Germaine Reserve without securing permits from the zoning departments. He is working with the HOA to avoid future problems. There was also discussion of complaints received by several residents regarding a low-flying privately owned helicopter circling the Twin Lakes area and then landing on the owner’s Diagonal Rd. property. The resident will be cited because the landing of a helicopter is not permitted within the Franklin Township Zoning Resolution.

Mr. Smith reported on a new dining business, Oh My Yum, opening in the township for a soft opening on Friday, October 13, and a grand opening on Saturday, the 14th.

OLD BUSINESS
Information was provided to the trustees from the county engineer’s office regarding a traffic study on Lakeview Drive regarding the establishment of a No Parking area. The information in the report will be reviewed by the board with the intent to take action at the next meeting.

A resolution authorizing the chairman of the board to apply for OPWC funding for a reconstruction project at Sixth and Ohio Avenues was approved by all three trustees.

NEW BUSINESS
The schedule for leaf pickup has been developed, and information about timing will be posted on the website at www.franklintownshipohio.org. The road department will also post signs with pickup information.

Mr. Swan provided an update on an exploratory JEDD committee. He proposed the committee be formalized with the following members: Scott Swan, Lise Russell, Jenny August, Keith Benjamin, Randy Nye, and possibly one additional resident member. All three trustees accepted a motion to approve this composition.

Mr. Swan described a letter from Ohio Treasurer Robert Sprague regarding the Ohio Pooled Collateral System, an online portal allowing public entities to view pledged collateral toward their public deposits. The state requests verification from the Board and the fiscal officer confirming the accuracy of these deposits.

FINANCES
All three trustees approved payment of bills totaling $29,427.22.
