Date of Meeting: 3/8/2022

Format: In-person

Meeting Summary:

Public Comment
Detective DeSerio reported February statistics of calls to service in the township; the total was 208 and included suspicious persons and vehicles, assistance to the fire department, and other agencies among other categories.

A number of residents of the Johnson/Newcomer Road area addressed water run-off problems that they say have worsened since the building of the Germaine Reserve development on Newcomer Road. One resident provided photos of empty retention ponds on the Reserve but severely flooded residential and farm property. Another resident noted a back-flow of water from Fishcreek since the closing of the Johnson Road bridge no longer allows water to pass through. One neighbor voiced concerns about permanent damage to her property and well if the standing water is not addressed. Trustee Scott Swan suggested that the residents talk with Portage County Engineer Larry Jenkins, and said that the trustees will facilitate such a meeting.

Fire Report
Submitted by Richard Smith; attached to the official record. Mr. Smith explained that as a result of the sprinkler system malfunction at Meadowview Square he has spent a good deal of time on education since it’s imperative that all tenants be made aware when such a system is down or malfunctioning.

Zoning Report
Submitted by Joe Ciccozzi; attached to the official record.

Old Business
All three trustees approved the resolution approving the annexation of Davey Tree-owned parcels at 67000 St. Rt. 43 to the City of Kent. Part of the agreement will be that for the first three years, the city will reimburse the township for foregone real estate taxes. In addition, from the first full year that income taxes are collected on the parcel and for the following nine years, the city will pay the township an amount equal to 45% of collected income taxes.

New Business
Brimfield Aggregate has proposed a price of $375 annually for unlimited drop-off of wood chips for the township. Trustee Scott Swan recommended reaching out to ABC Landscaping to receive a quote for the same service.

All three trustees voted approval for an additional term to the Parta Board for R.T. Mansfield.

Correspondence
Trustee Glenn Russell shared information about correspondence received in the Sylvan/Greenwood Drive area concerning flooding.

Finances
Payment of bills totaling $135,610.74 was approved by all three trustees.
