Meeting Summary:

Detective DeSerio reported 312 calls for service during April, including intrusion alarms, emergency welfare checks, assistance to the rescue squad and other agencies, criminal damage, thefts, fraud, suspicious persons, vehicles and circumstances, and traffic stops, among others. Also, Mrs. Kapusta and Mr. Akerley reported suspicious activity at both Brady Lake and Chase parks.

A North Blvd resident appealed to trustees to reconsider the decision to raze the structure at 1495 North Blvd., though several area agencies have deemed it unfit for human habitation. After discussion, the trustees agreed to give the owner 30 days to make significant progress before moving forward to raze the structure. On June 13, there will be a walk-through with the owner and Mr. Ciccozzi to review progress.

Jeff Heinrich, NOPEC's government relations rep, addressed the trustee regarding gas aggregation guidelines that make it difficult for people to opt back into NOPEC gas after leaving. He asked that a resolution be passed to make it easier for people to do so. After relevant information has been forwarded to the office, a decision will be made.

A representative of the Twin Lakes Association relayed information from a conference she attended hosted by the Ohio Lake Communities Association.

ROAD, ZONING AND FIRE REPORTS

All three trustees approved the work after reviewing a quote from TTC Contracting for the clean-up and repair of the Town Hall basement. Mr. Akerley reported on a visit to the property of a Brady Lake area resident with concerns about shifting ground following repairs made to the spillway on Merrill Rd. Neither the two trustees nor Mr. Akerley found any issues that would warrant work being done by the township. Mr. Swan praised the road department for the speed warning sign, which is being moved to a different location each week and seems to be helping with traffic calming. Mrs. Russell also expressed appreciation to the road crew and Mr. Akerley for the work put into the recent spring clean-up. All three trustees voted yes on a proposal to have 136 yards of mulch delivered to the three playgrounds in the township.

During the zoning report, there was a discussion about the Spitzer property, which has been deemed unfit for human habitation, and there is concern for the welfare of the residents by neighbors. Detective DeSerio suggested contacting Adult Protective Services.

OLD BUSINESS

All trustees approved a number of resolutions declaring a nuisance and providing for the abatement of high grass at properties at Germaine Circle, Wanda Court, and Judson Road.

Donation of older and unused electronic equipment was discussed.

CORRESPONDENCE

Mrs. Kapusta, Jenny August, and Lise Russell toured Alpha Macron; CEO Bahman Tahiri was a gracious host, and the tour was informative regarding the use of liquid crystals technology. Mr. Tahiri is the newly named Kent/Franklin business owner member and expressed enthusiasm for the support of the development and success of business in the township.

Mr. Swan reported that James Stroble was appointed to the Standing Rock Cemetery Board.

FINANCES

A resolution amending 2024 appropriations in various ways was moved and approved by all three trustees.

Mrs. Russell reported that the 2022/23 fiscal audit required by the state auditor has been completed. With the exception of a few classification changes, the audit is clean, and all funds have been appropriated and spent in a manner compliant with state regulations. All trustees praised Mrs. Russell and Ms. August, the township administrator, for a stellar job.

All three trustees approved payment of bills totaling $155,731.65.
