Meeting Summary:

The regular meeting was preceded by the annual budget hearing.

PUBLIC COMMENT

Representatives of the Portage County Board of Developmental Disabilities expressed an interest in using Brady Lake Park for the Special Olympics beginning Spring of 2022. Trustees asked for a specific proposal to be submitted to the township administrator.

A Twin Lakes resident addressed the board concerning live music events held at the Fairways of Twin Lakes Golf Course; the concerns related to the level of noise and the lateness of the concerts. A motion was made and approved to send a cease and desist order to be issued to the owners of the golf course related to outdoor concerts and excessive noise.

A Brady Lake resident informed the board about an event at the Brady Lake Methodist Church sponsored by a local motorcycle club planned for September. Details about the event will be provided to the trustees as they become available.

Two Brady Lake residents expressed an interest in organizing an area residents’ association.
Trustee Scott Swan offered to host a planning meeting with interested parties, and a member of the Twin Lakes Association offered to help as well.

ROAD REPORT

The road report generated a discussion about erosion to the hillside adjacent to the newly repaired spillway on Merrill Road; Mr. Langston was asked to gather quotes on planting oak seeds better to anchor the soil, and also gather quotes on using rip rap on the hillside. A motion was made and approved to authorize the purchase of a new truck.

ZONING REPORT

The trustees asked Mr. Ciccozzi to determine from Portage County Water Resources if permits were issued for a property on Powdermill Rd where an overflow pipe has been installed to reroute water from a pond. In addition, he was asked to respond to the owner of Events at Parkside regarding a request to hold an event with outdoor music.

FIRE UPDATE

Mr. Smith provided a handout related to what types of fireworks may be set off in Ohio and well as what types are available for legal purchase. Also, the grand opening of the new Arby’s location is June 28.

OLD BUSINESS

Fiscal Officer Lise Russell reported on ongoing contract negotiations related to Fire and EMS coverage.

A motion was made and approved to award a $1500 NOPEC grant to the September Brady Lake Church event provided that the event meets the necessary criteria.

Trustee Hanna will contact representatives of the Phillips Park Eagle Scouts project about a timeline for the project’s completion.

NEW BUSINESS

Township officials recently met with the City of Kent Economic Development Director concerning the establishment of a Joint Economic Development District along RT 43 north of the township line; discussion of this is ongoing.

FINANCES

A motion was made and approved for payment of bills. Also, trustees have received an email confirming that townships are now eligible to receive American Rescue Plan money. A precise amount is not yet available.

Two motions were made and approved subsequent to transition into executive session.
The first was to expand the employment of the administrator to full-time effective in December of this year. The second was to require the zoning inspector to attend all hearings and meetings pertaining to zoning including the Zoning Commission, the Board of Zoning Appeals, and Portage County Regional Planning Commission.
