7/11/2023 - Franklin Township Trustees - Observer Corps Report

Type:
Blog Post

Date of Meeting: 7/11/2023

Format: In-person

Meeting Summary:

Dan Morganti, representing the Portage County Land Bank, described the purpose of his organization, which facilitates the conversion of unused or vacated land in the county back into tax-paying ownership. When a parcel of land is delinquent in taxes more than its value, it comes under the umbrella of the land bank. A parcel of land near Leonard Street in the Brady Lake area
is in that category, and a homeowner on adjacent land has expressed an interest in acquiring the parcel. The trustees agreed that the homeowner should be allowed to purchase the property.

ZONING AND FIRE REPORTS: Submitted as written with no additional business discussed.

ROAD REPORT

There was a discussion of a culvert project along Powdermill Road where standing water and stormwater drainage issues have caused problems. The trustees voted to inform the homeowner wanting to put in a driveway that he will be responsible for the cost of the pipe to go underneath the driveway, and the township will pay for additional pipe and provide the labor for the project. All trustees voted yes. Mr. Ackerley presented an evaluation of Brady Lake area roadways and the resurfacing cost in preparation for a grant application for funds to help repair the roads.

OLD BUSINESS

Mr. Russell described a discussion with Mike Collins at the county engineer’s office regarding the issue of parking along Lakeview Drive. He recommended that a parking study and traffic study be conducted to evaluate the problem. Trustees voted to approve two motions related to these matters: that a traffic study be conducted at Lakeview and Leonard in consideration of three-way stop signs and that a parking study for Lakeview be conducted.

Approval to move forward with a low to moderate-income survey in Brady Lake as part of the application process for CDBG funding to repair area roads was approved by all three trustees.

FINANCES

All three trustees approved the payment of bills totaling $136,286.43.

The regular meeting was suspended, and an executive session was initiated to discuss personnel issues. A motion was made and approved to hire a new road crew candidate and increase pay for three current employees.
