Meeting Summary:

The meeting was called to order and minutes from the last meeting were unanimously approved.

Zoning Report: (Full report attached to the official record). An investigation had been opened into a conditional use variance at the Jones Hookah Palace, initially issued at the former venue, Arize. Because it was never brought to the BZA for review by the new owner, it may have expired. Assistant Prosecutor Brent Bencze will assist in making a determination.

Road Report: (Full report attached to the official record). The mirror on Lakeview Drive has been installed. Extra paint used for playing fields will be offered to the Portage County Board of Developmental Disabilities for use in their special Olympics. Crack-sealing is expected to be done by the end of October. A new F350 truck was delivered to the garage; another new truck to be used as a utility and plow vehicle has a scheduled delivery date at the end of the month. The road superintendent and fiscal officer will research fuel usage to determine if a fixed contract with an oil company is warranted.

Fire Report: (Full report attached to official record)

Old Business: An assessment for mowing on a Judson Rd property was approved.
Authorization of all actions necessary to apply for funds disbursed through the American Rescue Plan Act was approved. Eagle Scout work on the walkway at Phillips Park will be completed in the next few weeks.

New Business: A discussion about masking lead to a proposal that a mask mandate will be reinitiated if the CDC or Portage County Health Department were to mandate indoor masking; if such a mandate occurs, trustees will require masks be worn in all township buildings. The proposal was approved with one abstention.

The Portage County Solid Waste District is planning to implement changes in the manner of assessing residents for recycling; because the township is currently under a contract agreement with the district, trustees expect no changes until the contract runs out in 2024.

An offer to buy a small parcel of land adjacent to Phillips Park was made; trustees agreed that they are not interested in selling.

Finances: Payment of bills totaling $165,543.58 approved.

After an adjournment to enter executive session, the regular session was resumed and then the meeting was adjourned.
