Date of Meeting: 9/10/2024
Format: In-person
Meeting Summary:
A resident of the Germaine Reserve described concerns about a resident who lives near the development, ignoring private property signs and dumping grass clippings on the property.
The trustees suggested taking photos of the problem and holding a meeting with Detective DeSerio and the Stow Police Department to discuss enforcement.
Two other residents of Germaine Reserve came to discuss objections to the No-Parking signs within the reserve. Mr. Swan, Mr. Akerley, and Mr. Smith responded with information about the primacy of safety in decision-making related to the rules, particularly related to the difficulty of snow plows, fire equipment, school buses, garbage, and recycling trucks performing their services if vehicles are parked on the street.
A Brady Lake resident expressed concerns about a social media post about residents putting fish into the lake as part of algae control.
ROAD, ZONING AND FIRE REPORT
Mr. Akerley recognizes all Portage County DD personnel, Franklin Township officials, and employees working on the Brady Lake Park project. He also shared a quote from Barberton Tree Service for removing eight trees along Hudson Road. All three trustees approved the work.
Mr. Ciccozzi has been contacted by an individual who was granted a marijuana permit and inquired about the status of the moratorium expanded to include recreational marijuana by the board last year. The trustees responded that they would reconsider the issue.
Mr. Smith reported a fire yesterday at Schneller Corp, contained to the control box only but with a great deal of smoke.
OLD BUSINESS
The trustees discussed a proposed walkway along Lakeview from the lake to the park. Mr. Frankhauser, spearheading the proposal, says that two residents are on board, but another six to seven others would need to agree. Mr. Russell stated that he believes rules and regulations for a possible walkway and the lake should be kept separate and that the road department is currently loaded with other work throughout the township.
The stormwater issue on Westshore Drive was discussed. Eric Long, the Portage County Stormwater engineer, and Mr. Akerley will collaborate to explore possible solutions to the problem.
NEW BUSINESS
Jeff Coffee, Mayor of Sugar Bush Knolls, sent a letter to the board explaining the village’s offer to allow township residents to opt into their energy aggregation agreement. The trustees will table the issue until further research is done.
Mrs. Kapusta has been working on a newsletter to be sent to all township residents. All three trustees voted to approve the newsletter's review and move forward with it.
A motion to hold an open meeting on October 8 at 6 pm to discuss township services and answer questions regarding the upcoming fire replacement levy increase on the November ballot. All three trustees voted yes.
CORRESPONDENCE
Mr. Russell received a complaint from a resident about the chip and seal done on Judson Rd. last fall.
