The County Home Rule study included finding the differences in structure between a home rule county and a general law county which is the default governance under state law.
Position In Brief:
At the conclusion of the study, the committee formulated a list of the Pros and Cons of various charter provisions which Coos County would need to consider in forming a Home Rule County and a list of Best Practices. The list of Pros and Cons can be seen on pages 25 - 28 of the full study and the Best Practices list on page 29. The full study was approved by the membership in May 2025. Position History:
Started in 2017, interrupted during COVID-19, then picked up again. Report of progress to membership throughout. Final presentation in February 2024 and final adoption by the membership at the annual meeting in May.
