Support policies and practices that are compassionate, effective, and respectful towards people experiencing homelessness and those on the brink of becoming unhoused.
Position In Brief: 

1. Policies, programs, and practices that provide for the basic needs of all people  experiencing homelessness 

2. Policies, programs, and practices that are tailored to the specific needs of all  subpopulations among people experiencing homelessness 

3. Policies, programs, and practices that treat people experiencing homelessness with  compassion, dignity, and respect, including using a trauma-informed approach at all  stages of outreach, intake, housing navigation, and services provision, as well as  protecting the confidentiality of collected data 

4. Policies, programs, and practices that connect unhoused people suffering from mental health and substance-use disorders with timely, effective, and appropriate services and  housing 

5. Improvements in the city’s administration of rental-support, income-support, and  eviction-protection programs that prevent homelessness 

6. Policies and programs that prevent homelessness and shorten the duration of  homelessness, such that people move expediently from interim housing programs to  permanent housing types 

7. Expansion of permanent-housing and permanent-supportive-housing programs 8. Improvements in the processes through which people experiencing homelessness are  prioritized for housing 

9. Expansion of Safe Parking program slots for RVs and other types of campers

10. Recission of policies, practices, regulations, and municipal codes that criminalize,  penalize, or permit the harassment of people experiencing homelessness for engaging in  necessary life activities in public spaces, such as sleeping, sitting, camping, or standing 

11. Fidelity to all components and ongoing implementation of the Enhanced Comprehensive  Homeless Strategy, including recognition that Housing First provides tenancy rights 12. LA City actions to consolidate, collaborate, cooperate, and coordinate more effectively  with LA County, state, and federal agencies when addressing homelessness

13. The creation of publicly accessible databases on real-time bed availability in shelters and  interim-housing programs 

14. An expansion of access centers throughout the city of Los Angeles 

15. Responding to reports by auditing entities at the city, state, and private-sector levels  calling for and/or providing accountability and transparency in the collection and  management of data on people experiencing homelessness, the effectiveness of  programs and policies addressing homelessness, and spending on programs and policies  addressing homelessness 

16. Enforcement of the LA City ordinance that prohibits landlords from rejecting applications  from holders of Section 8 vouchers 

17. Educating the public about (1) the needs of people experiencing homelessness, and  effective supportive services, (2) key findings from local academic institutions on the  various aspects of homelessness, and (3) key findings from audits performed by the  Office of the City Controller and other auditing entities
