1. Local government in Humboldt County should promote economic development which is favorably evaluated using the following criteria: Is acceptable environmentally; is labor intensive; uses existing local labor force; complements present business (including tourist business, arts and artisans); is water and energy efficient; makes best use of native resources (including agricultural and timber lands), renewable resources and waste products.
2. Local governments can become more effective in encouraging economic development by: Completing general
plans and implementing general plans; long range capital improvement planning; facilitating the permit process by various procedures, for example: a) check list, b) plan review, c) scoping sessions; supporting transportation development which will enhance prospective economic development; promoting equitable rates and schedules.
3. Local governments should become more effective in coordinating economic development by: Promoting economic planning and development countywide as well as for individual areas; promoting understanding and cooperation between the different entities and agencies involved in economic development; establishing a centralized location in the county for dissemination of information related to economic development, staffed by trained and qualified persons.
4. An effort should be made by the County Board of Supervisors to determine the effectiveness of present promotion and advertising efforts.
