In Oklahoma, any voter can vote by absentee ballot, no reason required. The signature on all absentee ballots must be "verified." There are now three ways to verify a signature.
The LWV Oklahoma is advocating for the end of the notary requirement for absentee ballots for the 2020 election cycle and has filed a suit in the Oklahoma Supreme Court naming Oklahoma Election Board Secretary
