*On December 12, 2023, the Court of Appeals in Buffalo issued its decision in Hoffman v. New York State Independent Redistricting Commission, ruling that under the provisions of the 2014 New York Constitutional Amendment, the Independent Redistricting Commission (IRC) is required to submit another proposal for new Congressional district maps to the NYS Legislature for approval by February 28, 2024. Candidates intending to run for Congressional seats will have a short window of time to circulate and file their petitions to appear on the ballot for the NYS June Primary. Having previously filed an amicus brief arguing against mid-decade redistricting, LWVNYS issued a statement urging the IRC to "uphold the promise of the 2014 constitutional amendments" and "reach consensus on a new map that complies with the constitutional requirements to avoid partisan gerrymandering, consider communities of interest and protect racial and language minority rights." LWVNYS joined other voting rights organizations in a December 18, 2023 letter and a January 23, 2024 press release the IRC to hold hearings and prioritize transparency and public participation in the process. To date, the IRC has not issued any call for public comments or input and appears to be relying on public comments received previously.

The Independent Redistricting Commission (IRC), having been ordered by the NY Court of Appeals to draw a new map for our Congressional districts, submitted its consensus map to the NY State Legislature in February 2024. The IRC map was very close to the Court-ordered Special Master’s map of May 2022. The Democratic-controlled NYS Legislature rejected the IRC map and drew its own map, which also made minor changes to the Special Master’s map, and the Governor signed the Legislature's map into law. Though the new lines were drawn to make some districts more favorable to Democrats and some more favorable to Republicans, the overall map slightly favored Democrats.

In lower Westchester, U.S. Congressional District 16 had originally included the Wakefield neighborhood of the Bronx; in the Legislature's new map, Wakefield was swapped for Co-op City, as emphasized in the map inset for the new CD 16 borders, shown below (left). The northern line of U.S. Congressional District 17, which includes upper Westchester, Rockland, Putnam, and part of Dutchess County, changed slightly in Dutchess County from the Special Master’s map, shown below (right).
