Ms.Madeline Dorothy Naumann played a major role in establishing the organization known as LWV of the Capital Area (LWVNCA). She was a member of the League of Women Voters of Arlington County. She was elected LWVNCA's first president and served between 1963 to 1966. The biennial Madeline Naumann Award (monetary award) was named in her honor in 1998, and has been given to local member Leagues every two years since then -- until 2020-21 when EVERYTHING CHANGED because of the Covid-19 pandemic!
Below we explain the application process and winners of past Awards from 1999 to 2019--"before everything changed." The Award was revived in 2023 to be presented at the May 6, 2023 LWVNCA Annual Convention. See Awardees at bottom of this page.

APPLICATION GUIDELINES (2023)
The League of Women Voters of the National Capital Area (LWVNCA) presents the Madeline Naumann Achievement Award at its Annual Convention every two years--in odd numbered years. The award was named in honor of LWVNCA's first president. The award is established to recognize outstanding achievements by local Leagues. We invite the participation of all local Leagues constituting LWVNCA. The next Award will be presented at the 2023 LWVNCA Annual Convention on May 6, 2023. Scroll down this page for Awardees:
Purpose: The award is to recognize outstanding achievements by local Leagues. These would be activities whose effects, applicability, or interest transcend local League boundaries. While management achievements such as those relating to membership and communication will qualify for the award, program achievements will receive favored consideration.
Eligibility: All local member Leagues of the LWVNCA, an Inter-League Organization (ILO), of the greater Washington, DC region are invited to participate.
Award: LWVNCA will bestow the winning League an Award Certificate, and an unrestricted grant of $400.00. Honorable Mentions may also be awarded.
Madeline Naumann Achievement Award Committee: The LWVNCA appoints a Naumann Award Committee early in the calendar year to solicit and judge the entries submitted. Each committee member must be a voting member, of good standing, of an LWVNCA local League. The committee is comprised of Leaguers from LWV of the District of Columbia, LWV Maryland and LWV Virginia. The LWVNCA president will designate a committee chair; a total of four persons are asked to serve. The 2023 Committee is chaired by Gretchen Blankenship (LWVMC) with members as follows:
The committee will review all entries and will select the award winner and make arrangements for the Committee Chair to present the award. The committee may also select up to three applications for Honorable Mention at the Award Ceremony.
APPLICATION REQUIREMENTS
Award Application: Each local League may submit for consideration as many as three separate achievements. Applications should relate to projects, activities, events, or other achievements your League has undertaken and completed between May 2019 and March 2023. Applications on behalf of achievements that may still be accruing notable benefits are acceptable, but must specify a reasonable completion point, such as the date of a publication, legislative action, or goal accomplishment. Applications should contain the following information, limited to 2 typed, single-spaced pages.
• Name of submitting Local League
• Name and telephone number of a contact person for additional information
• Short title of the achievement
• Full description of the achievement
• A description of the condition or circumstances that prompted the project
• What effects or change resulted from the project
• What further results might reasonably be anticipated
Application Deadline: March 29, 2023
Attachments, such as publications, news accounts and correspondence may be included.

2023 LWV of the District of Columbia for their Quilts4DC Statehood project, which both promoted Statehood and full voting rights for DC and also demonstrated the use of art for advocacy.
