The League of Women Voters advocates on matters for which it has statements of Position. “Position” is determined by consensus of the members after thoughtful research and study.
“Study” ordinarily includes two years of research and analysis by a dedicated committee.

What is a study?
Positions result from a process of study. Any given study, whether it be National, State, or Local, is thorough in its pursuit of facts and details. As the study progresses, a continuing discussion of pros and cons of each situation occurs. Prior to the results of the study being presented to the general membership, study committee members fashion consensus questions that are then addressed by the membership.

LWV Guidelines for League Studies
The Right to Vote The Voting & Elections Issue Group proposes a new study addressing universal suffrage as expressed in Senator Locke’s 2021 bill SJ272 which originally called for the “universal right to vote.” That bill, which would have removed the felony conviction and mentally incompetent stipulations in Section 1, Article II of the Virginia Constitution, also added a “fundamental right to vote” clause to the Section 1 title as well as the body of the first paragraph.
